The employment supplement is an additional subsidy paid by the City of Hamina for salary costs.
The employment supplement is granted as a grant to the Hamina region association and as de minimis support to companies.
More information about de minimis aid
The employment supplement is intended primarily for companies in Hamina and associations in the Hamina region. A company not located in Hamina can apply for the municipal supplement if the company's location and the employee's workplace are in Hamina.
A company or association that employs an unemployed job seeker from Hamina can apply for municipal supplement in one of the following ways:
- Employs a long-term unemployed person from Hamina for at least six (6) months.
- Employs a young person under the age of 30 from Hamina who has been unemployed for at least six (6) months, in an employment relationship for at least six (6) months.
- Employs a job seeker from Hamina who has been unemployed for at least one (1) month with an apprenticeship contract for at least six (6) months.
- Employs an unemployed job seeker from Hamina whose municipal share of unemployment benefit is at least 40% for at least six (6) months.
- Employs for at least six (6) months a person whose disability or illness substantially and permanently or of a permanent nature reduces productivity in the offered job.
Employment supplement can be granted for a maximum of twelve (12) months per employed person.
An employment relationship supported by an employment supplement must meet the employee's employment condition and meet the required working hours and salary requirements.
The maximum amount of employment supplement is 500 euros per month.
Employment supplement can be paid to the same company or association simultaneously for a maximum of three employed persons.
Employment supplement is granted for wage costs. Wage costs refer to the gross wage paid to the employee and the employer's statutory ancillary costs. Statutory ancillary costs include social security, earnings-related pension insurance, accident insurance, unemployment insurance contributions and mandatory group life insurance. Wage costs do not include holiday pay or equivalent compensation. Wage costs also do not include the portion of the wage that is determined based on the results of work paid with support.
The amount of the employment supplement is a maximum of 500 euros per month. The amount of the employment supplement is affected by the total amount of wage costs and other subsidies received for wage costs (wage subsidy, employment subsidy and training compensation paid during apprenticeship training). The employment supplement is granted in accordance with EU state aid regulations. It is granted under the de minimis condition. (Commission Regulation 1407/2013), i.e. as de minimis aid.
Employment supplement for companies and associations that are considered to be engaged in business:
The combined share of public subsidies (wage subsidy, employment subsidy and city municipal supplement) can be a maximum of 50% of the total wage costs (maximum subsidy intensity). The maximum subsidy amount for a person whose disability or illness substantially and permanently or of a permanent nature reduces productivity in the available job is 75%.
Employment supplement for associations that are not considered to be engaged in business:
The amount of the employment supplement is the difference between the actual wage costs and any wage subsidy, but not more than 500 euros per month.
In an apprenticeship relationship, the total share of public subsidies (wage subsidy/employment subsidy, municipal supplement and education compensation paid by the educational institution) cannot exceed the salary costs.
The employment supplement is discretionary.
The employment supplement is part of the City of Hamina's employment management and is granted within the limits of the appropriations.
How to apply
Employment supplement must be applied for electronically using the application form before the employment relationship begins. Applications can be submitted continuously. Employment supplement cannot be applied for retroactively.
You can apply for employment supplement for hiring one or more employees with the same application.
The application must be signed by an authorized person of the company or association.
The following must be submitted as attachments to the employment supplement application:
- copy of employment contract or contracts
- a copy of the support decision or decisions from Working Life Services, if wage subsidy or employment subsidy has been granted.
- a copy of the apprenticeship office's training agreement if support is being applied for apprenticeship training.

Payment of employment supplement to the applicant
The employment supplement decision will be sent to the address indicated by the applicant in their application. The decision will become legally binding 14 days after notification of the decision.
The employment supplement is paid in 1-6 month periods in arrears, at the payment interval selected by the beneficiary in their application. The selected payment interval must be followed throughout the entire support period.
After the employment relationship ends, the employer shall submit a report on the wages paid to the employed person using a wage statement form, which shall be accompanied by copies of monthly pay slips or pay slips. Any employment supplement paid incorrectly shall be recovered.
Any interruption or changes in salary payments, such as the interruption or premature termination of the employment relationship, must be reported immediately to the employment unit of the city of Hamina. Any overpaid support will be recovered. If the employment relationship is terminated earlier than stated in the employment contract, the employment supplement will only be paid for the full months preceding the termination of the employment relationship.
