Public procurement
The procurement unit, the City of Hamina, can choose whether to handle the services as its own production or to purchase them as procurement. Public procurement is the purchase of goods or services from outside the municipality or the commissioning of a contract. Signing cooperation agreements can also mean the procurement of a service.
The municipality can procure either through its own competitive bidding and contract, together with other procurement units, or through joint procurement from joint procurement units. The City of Hamina's procurements purchase various services for the municipality's residents and also acquire services and goods for our own services.

Public procurement in Procurement Finland is guided by the principles of transparency, fairness, non-discrimination and proportionality. Transparency principle requires that information regarding the procurement procedure is not concealed, the procurement is publicly announced, the tenderers are informed of the outcome of the tender and that the procurement documents are, in principle, public. The invitation to tender must be made openly available to all interested parties or to those who, for example, have been selected for the tender procedure in a restricted procedure. The implementation of the principle of transparency is limited by certain confidentiality requirements that have been identified in the legislation on the publicity of government activities.
The principle of equality In accordance with the provisions of the Directive, a call for tenders or other procurement documents may not be drawn up in such a way that the definition of the subject matter of the procurement places tenderers in an unequal position. The requirements set apply equally to all tenderers. Comparable cases may not be treated differently and different situations may not be treated in the same way, unless such treatment is objectively justified.
Non-discrimination principle requires the city to treat candidates and tenderers in the same way regardless of factors unrelated to the implementation of the procurement. Such factors include the nationality of the candidates or tenderers, their establishment in a Member State or region, and the treatment of candidates and tenderers from different localities in the same way as, for example, companies from the same municipality. The principle of non-discrimination has been interpreted to mean that the requirements set for the procurement must not be local, preferential or discriminatory.
Proportionality principle requires that the requirements of the procurement procedure are in proportion to the objective pursued. For example, when setting the suitability criteria for tenderers, the nature and value of the procurement must be taken into account, or the requirements relating to the content of the invitation to tender or the conditions of the tender procedure must be in proportion to the quality of the procurement. The principle of proportionality has been considered in case law to also mean taking into account the requirements of reasonableness. The requirements of the principle can be seen, among other things, in the provision of the Procurement Act, which prohibits contracting entities from setting excessively high turnover requirements for suppliers participating in a tender competition.

The City of Hamina can send invoices to customers either as an e-invoice, direct payment or paper invoice. Paper invoices have a five euro invoicing surcharge. The customer can choose in which format they want to receive their invoice from the City of Hamina.
Public procurement tendering

Procurement Act determines when a procurement must be put out to tender and this is based on national thresholds, which determine the need for competitive bidding. When the value of the procurement exceeds the threshold (60.000 euros), it must be put out to tender as required by law.The threshold is calculated according to the value of the contract. Exceeding it means that the procurement must be put out to tender through open competition.
Procurements below thresholds is called for small purchases (below the procurement threshold – 60.000 euros). Their competitive bidding is lighter than in the Procurement Act.
You can also ask for offers directly in the city (market survey) for certain procurements without open competition.
The city utilizes a joint procurement company Framework agreements tendered by Hansel, when it comes to large-volume procurement or when joining a framework agreement, cost benefits can be obtained. The city also participates Numera Services Ltd. belonging Sarastia Procurement Services for jointly procured products and services. The products and services specified in the procurement agreements are only purchased from the suppliers specified in the agreements.
