The Tobacco Act is being gradually reformed – the first changes came into force on 1 August 2025
The reform of the Tobacco Act brought stricter regulations to nicotine pouches and other smokeless nicotine products. The main changes that have already entered into force concerned the flavorings and nicotine content of nicotine pouches.
In the first phase of the Tobacco Act reform, from 1 August 2025, the possession of smokeless nicotine products and vapes by minors was also banned. This has given schools the opportunity to intervene in their use. The revised Tobacco Act prohibits the use of smokeless nicotine products indoors and outdoors in preschools, comprehensive schools and secondary schools. The use of the products is also prohibited in daycare centers and playgrounds.
Smokeless nicotine products may not be sold using distance communication, i.e. in practice via the internet. The ban also applies to cross-border distance sales. In the future, private individuals may not purchase smokeless nicotine products by mail, as goods transported or in any other similar way from outside Finland.
Regulations on limiting flavors, nicotine levels, health warnings, passenger imports, and packaging harmonization will come into force in 2026.
