The Hamina Urban Development Committee decided in its meeting on 22 April 2026 to demolish the 100-metre flagpole located on the Sibeliuskatu field. The Urban Development Committee decided to reject the purchase offer for the Tullimakasiini, Suolamakasiini and Tapas bar in Tervasaari. In addition, the committee issued guidelines on the use of bollards in Tervasaari and the expansion of industrial areas that are critical to the vitality of the city.

The Technical Director proposed to the Urban Development Committee that the flagpole be dismantled based on both safety and economic realism. In its current state, the pole is not safe, as the coating particles coming off it could cause damage to the environment and people. The Committee unanimously decided to dismantle the flagpole in accordance with the proposal. The Urban Development Committee obliged the Urban Development Manager to file a complaint and seek compensation from ADS Finland Oy.

Regarding the sale of the historic warehouses, namely the Tervasaari Tullimakasiini, Suolamakasiini and Tapas bar, the urban development committee decided to reject the sale of the area of ​​the property 75-403-876-1 as per the attached map. The reasons given were the desire to rent the plot with a long lease and to ensure that the possible transfer does not include the pier area and berth.

Regarding the summer trial of the Tervasaari bollards, the committee decided not to put automatic roadblocks (bollards) into permanent use. The decision gave the Vitality and Wellbeing Committee the opportunity to make a list of events where they would like roadblocks to be used. The Urban Development Committee decided to purchase two areas for the expansion of the Mäkelänkangas industrial area. Regarding the third procurement item, the Urban Development Committee decided to propose to the City Board that the City of Hamina purchase two properties. The purchase of the land areas is in accordance with both the city's strategy and the framework decision made by the City Council on Monday.

The Urban Development Committee decided to order the construction of the Hiltz Way intersection and the Ensontie pedestrian traffic lane from Recset Oy. The project will be financed by funds allocated to the work program of the City of Hamina (30% of the project) and ÄKKE-ÄRM funding approved by the Kymenlaakso Region (70% of the project).

In addition, the Urban Development Committee made procurement decisions for the Kellokkallio modification works in terms of construction, HVAC and electrical contracts. The committee noted the first interim report for 2026, in which it presented the City Board with, among other things, changes in appropriations and decided to put on display the change to the local plan regarding the Uuden-Summa school block and adjacent public areas. After being on display, the change to the plan will proceed to further consideration by the City Board.
