Urban Development Committee decisions 28.1.2026: Restrictions on electric scooters remain in force – 2026 investments to begin

The Hamina Urban Development Committee met on Wednesday, January 28, 2026 and decided on significant investment projects for the coming year. In addition, the committee discussed a request for rectification related to the rental of electric scooters and expanded stormwater fees to also apply to rental plots.

Nighttime restrictions and parking rules for electric scooters will remain in place.

The committee rejected a request for rectification filed by Tier Mobility Finland Oy regarding the conditions of micro-transport permits. The company had demanded that the night-time speed limit (15 km/h) for electric scooters only apply to weekend nights and that the parking distance requirements in meters be waived.

The city stuck to the original permit conditions, citing traffic safety and accessibility. The committee considered that a 15 km/h speed limit is necessary on all weekdays between 22 p.m. and 05 a.m., as darkness and fatigue increase the risk of accidents even on weekdays. The parking meter limits (e.g. 2,5 meters of free space) will also be maintained to ensure equal enforcement and accessibility for all street users.

Investments related to the street network and real estate

The committee approved the work programs for regional services and real estate services for 2026.

• Street works: Investments in regional services this year are approximately 4,4 million euros. The most significant street renovations will be carried out in Uuse-Summa, Salmenkylä and Tompurinmäki. 
• Real estate: The key projects of the 4,5 million euro investment program of the Property Services Department include the conversion of the Kellokkallio service center into a city hall (1,3 million euros) and the completion of the Uuden-Summa sports hall (1,95 million euros). School renovations are also continuing, including the renewal of the lighting at Vehkalahti Junior High School.

Stormwater fees expand to rental properties

The committee decided that in the future the stormwater fee will also be collected from the city's leased plots. The decision applies to properties that are fully leased for use in accordance with the local plan. The goal of the change is equality: tenants will have the same rights and obligations related to stormwater management as those living on owned plots. The fee is determined based on the type of property and area.
