Urban Development Committee decisions 20.5.2026: Kellokallio town plan proposal on display – Street lights will be turned off in the summer as a cost-saving measure

The Hamina Urban Development Committee convened on Wednesday, May 20, 2026. The meeting discussed, among other things, the change in the zoning plan of the former Kellokkallio service center for the new town hall, the switching off of street lights during the summer, and the Hiltz road construction project.

The Urban Development Committee approved the placement of the Hevoshaa district (block 268) local plan and the local plan amendment on display for 30 days. The change is related to the project plan approved by the city council, in which the former Kellokkallio service center will be converted into Hamina City Hall. The current block area of ​​buildings serving social services and healthcare and the block area of ​​parking spaces will be converted into a block area of ​​administrative and office buildings. The plan amendment also includes, among other things, expanding the local recreation area of ​​the waterfront area for a new waterfront route. After the display, the local plan proposal will proceed to further consideration by the city council.

The committee decided that in the future, street lights will be turned off in Hamina for the summer season. In 2026, the lights will be turned off from 1.6 June to 1.8 August, and from 15.5 May to 1.8 August annually. The city centre will be excluded from the switch-off. Turning off street lights is a concrete way to save energy.

The committee decided to order the construction of the Hiltz Channel stabilization area from Louhintahiekka Oy at a price of 493,521.21 euros (VAT 0%). External support will be utilized in the financing of the project, as the Kymenlaakso Regional Council has granted ÄKKE funding (supporting sustainable growth and vitality of regions) for 70% of the project, or 345,464.84 euros. The City of Hamina's own financing share remains 30%, or 148,056.37 euros. The Hiltz Channel is a new transport connection that serves the industry in the area and the land traffic of the Port of HaminaKotka.
