We are renewing the way we work together
We all need to be involved in planning, decision-making and implementing the city's future. We want to hear from city residents and build opportunities to influence matters related to their own lives and living environment. We also want to promote active participation and involvement by city residents.

The experiences and views of city residents are needed in developing services. Surveys will be conducted on many different issues. You can answer the open surveys in writing at the city libraries, the Linnoituk swimming pool and the customer service point in Rinkeli.
As an electronic option, you can download the handy Hamina app to your phone. There, the surveys appear directly under the "Participate in development" button.
Another option is to dive straight into the Surveys site and answer the open surveys there.

The city council is elected every four years in municipal elections (the next time is in 2025), where decisions are made that are close to us. The council decides on the maintenance, development, increase and sometimes also reduction of services. In addition, the council decides on the basics of the economy and financing and the structure of the administration.

The rights of local residents to participate and influence are also ensured by law. That is why all municipalities have youth councils, disability councils, and senior citizen councils.
Elderly Council is a cooperative body of pensioners' and elderly organizations operating in the Hamina city area, which examines issues from the perspective of the elderly. If you are interested in the activities of the Senior Citizens' Council, feel free to contact the pensioners' and elderly organizations.
Disability Council brings together representatives of disability organizations in the area, who support the municipality's activities with their expertise. The Disability Council promotes opportunities for disabled residents to participate and influence and highlights the needs of disabled people.
Youth council is a group of actors and influencers of young people from Hamina aged 13-21, operating under the Hyvinvoiva Hamina process and decision-making organization.

The Local Government Act guarantees you the right to submit an initiative to the municipality in matters concerning its operations. All initiatives initiated by the municipality will be processed without undue delay. The initiator will be informed of the measures taken as a result of the initiative.
The city of Hamina uses a system maintained by the Ministry of Justice Municipal Initiative.fi service, where municipal initiatives can be submitted electronically.
The service is free to use.
All initiatives are public and can be followed on the kuntalaisaloite.fi service.

- you live in Hamina
- you manage or own real estate located in Hamina
- you are a member of a community, institution or foundation whose registered office is located in Hamina
- You are a user of a service provided by the City of Hamina, a municipal initiative concerning the service in question.
Anyone under the age of 18 can also submit a municipal initiative.
A municipal initiative allows you to influence the affairs of your own city. It can be used to draw the attention of city decision-makers and authorities to current issues and shortcomings in the city. The aim of a municipal initiative is to bring about positive change and development that would benefit all residents.
You can submit a municipal initiative in three different ways:
- electronically Kuntalaisaloite.fi via the service or send encrypted email using the address kirjaamo@hamina.fi
- by letter to the following address: City of Hamina, Registry Office, PO Box 70, 49401 Hamina
- You can also bring the initiative in person to the City of Hamina's Customer Service Center Rinkeli, located at Puistokatu 6, Hamina.
When drafting a municipal initiative, please remember that:
- The initiative must include the author's contact information.
- It is worth focusing on one thing in one initiative
- it has a title describing the topic and content
- the content is clear
- The text is easy to read and contains only the most essential arguments and information for the presented issue.
The content of the initiative must indicate what is proposed in the initiative. It is also a good idea to include the justification for the proposal in the content. The title or content of the initiative cannot be edited after the initiative has been published on Kuntalaisaloite.fi for others to sign or sent to the municipality.
The processing time for a municipal initiative is not specified in the law, but the City of Hamina strives to process the municipal initiative as soon as possible.

Feedback is essential for developing services, the environment and operations. A pair of eyes is needed to make observations about, for example, broken street lights or obstacles to movement in the city.

A well-off Hamina resident The grants applied for under the title are intended for Hamina residents and communities operating in Hamina to support their activities. The goal is to create diverse activities in Hamina that promote well-being and inclusion together with the communities.
Pop-up grants can be applied for throughout the year, including by private municipal residents.

The following presents the city's own practices for promoting and supporting the participation of city residents. Various options include forums, meeting places and resident bridges.
Older People's Influencer Forum is a group of Hamina's elderly people that meets twice a year, to which all Hamina's elderly people are welcome. We want to hear from Hamina's elderly people and thus strengthen cooperation with the municipality. At the same time, we will receive valuable information to promote inclusion and well-being. Senior Citizens' Exercise Forum meets a couple of times a year and considers the possibilities of physical activity as a promoter of well-being. We discuss extensively the physical activity offer, physical activity environments and consider how we can get the rest of the municipality's residents excited about physical activity and, in particular, take care of their own well-being through physical activity. Together we plan what kind of physical activity offer will be organized for the elderly in Hamina. So come along to meet like-minded people and brainstorm ideas for physical activity. Residential bridges are events organized around different themes and are free for everyone. The evenings are announced in the local newspaper Reimar, on the city's website and on the city's social media channels. The valuable information obtained from the evenings is utilized in development work and decision-making.
Meeting places are the everyday living rooms of Hamina, where you can spend time and meet others. Everyone is welcome to these meeting places.
Hamina youth services organizes activities for young people at the Manski Community Center, the Hamina moped and bicycle center, the Ruissalo youth farm, and the Pappilansalmi multifunctional facility Monex.
