Personnel organization of the Town of Hamina operational activities are managed by the mayor together with the town's management team.
The town operational activities consist of three sectors:
- Economic development and well-being services consist of business services, welfare promotion, library and information services, sports facilities and services, rural services, tourism, museums, event and cultural services, as well as employment management and integration. Economic development and well-being services are managed by the director of economic development together with the inclusion and well-being manager.
- Education and training services consist of community colleges, upper secondary education, youth services, basic education and early childhood education. Education and training services are managed by the director of education and training together with the head of early childhood education.
- Urban development services cover regional services, veterinary care, public transport, real estate services, traffic areas, land use and zoning, building supervision, food and cleaning services, green services, and environmental and health protection. Urban development services are managed by a technical director together with the urban development manager.
The mayor is responsible for management expert services together with the chief administrative officer and the chief financial officer. The chief administrative officer manages administrative and human resources services, as well as communications and information management together with the chief information officer. The chief financial officer manages financial services.
