The financial statements were approved at the city council meeting and a question and answer session was held after the meeting.

The Hamina City Council convened on Monday, June 8, 2026 at 5 p.m. in the Town Hall, in the council chamber. The meeting took note of the evaluation report with the speeches of the audit committee and the city council.

The second major item to be discussed was the financial statements for 2025. The discussion of the item began with group speeches by the council, which highlighted the city's financial deficit, praised the resilience of the city's personnel in a demanding and changing operating environment, and reminded that the savings measures must continue to be successful and that they require decision-making ability. On the other hand, the speeches also called for the fact that not everything can be adapted outside the city, that vitality must be taken care of and that the revenue base must be able to be increased. The city council approved the financial statements for 2025 and granted discharge from liability to the members of the institutions and the leading officials in the task areas who managed the city's administration and finances for the financial period from 1 January to 31 December 2025.

In addition, the city council received a report on pending and processed council initiatives. A few speeches were held regarding the initiatives, asking for clarifications on initiatives already processed and for status updates on initiatives under preparation. At the end of the meeting, the city council approved the updated administrative rules proposed by the city government. The updated administrative rules will enter into force on 1 July 2026.

At the end of the council meeting, one council initiative was submitted, which concerned the post-calculation of the service network analysis and the calculation of alternatives alongside the current service network analysis.

Question time at the end of the meeting

After the council meeting, a council question hour was held. Two preliminary questions had been submitted by city council members. 

First question Why does the city so resolutely and persistently want to drive Patu out of the Customs Warehouse for his final years? Can't humanity, gratitude or respect be part of decision-making in Hamina? has already been discussed in connection with the decision-making of the city council last week. The response highlighted that it is not a question of driving Patu Patanen away, but that officials have a duty to consider the city's interests and take measures in accordance with the city strategy. The lease agreement was reviewed in connection with the sale of the property and was found to be contrary to the law. Additional questions raised the schedule for termination, the possibility of taking EU regulations into account in such a situation, and the process related to accepting offers.

The second question concerned the implementation of the council initiative, which was about reforming the criteria for granting grants to organizations so that the actors receiving grants must commit to non-discrimination and the principles of a safe space. The question was answered that the determination of the principles of a safer space is currently underway in the city. When the work is completed for the city, the principles of a safer space will also be included in the grant principles. In the future, a harassment contact person will also be appointed and through these measures, equality and safe participation in the city's activities will be promoted.

Delivery of the address regarding the service network

Before the council meeting, a reception of the address was held in front of the Town Hall. The address concerned the future service network of schools and daycare centers. Mayor Ilari Soosalu, Chairman of the City Council Elina Inkeroinen-Lalu and the chairman of the city council Titta Erkkilä received an address signed by approximately 1300 people.
