The City Council met on October 13, 2025.

The City Council convened for the first meeting of the autumn term on Monday, August 10, 2026. The meeting discussed, among other things, the self-correction regarding the decision to sell the Customs Warehouse. According to the decision, the previous decision to sell made on June 1, 2026 will be revoked and the matter will be returned for re-preparation due to a procedural error in the sales process.

In the sales procedure, it was found that the process did not meet the requirement of fairness under the Administrative Procedure Act. The reason is that the first bid received was published before the second bid. This procedural error at the beginning of the process has jeopardized the implementation of the principle of equality under the Administrative Procedure Act, as the second bidder has thus gained an advantage over the first bidder.

The city considers this to be a procedural error, which is why it is advisable for the city to remove the decision made on its own initiative as a so-called self-correction and return the matter for re-preparation. This is a strategically important property for the city, so it is important that the sales process is carried out strictly in accordance with the law.

With the self-correction, the more than 240 rectification claims filed against the sale decision will lapse and will not be processed in terms of their content. However, the end result is practically the same as what is required in almost all rectification claims: the decision regarding the sale of the property in question will be annulled and the matter will be returned for re-preparation.

In addition, the meeting discussed, among other things:

• Exercising the right of pre-emption for a real estate transaction in the Tikkamäki area
• Extension of land lease agreement and arrangement of land lease rights in the port area
• Change in the urban plan in the Uuden-Summa school block
• Urban plan and urban plan change in the Hevoshaa district block
• Establishment of a working group to investigate the replacement of the large flagpole
