Hamina Permit Committee decisions 27.1.2026: Old Town Hall received demolition permit – environmental permits for major industrial projects

The Permit Committee of the City of Hamina convened on Tuesday, January 27, 2026. The meeting discussed significant construction and environmental permit issues, such as the demolition of the former city hall and industrial operations in the Summa and Hillo areas.

Former city hall to be demolished due to indoor air quality problems

The Permit Committee granted a demolition permit for the former city hall and its courtyard building located at Puistokatu 2. The building, which was completed in 1949 and expanded in 1963, has been closed for use since 2024 due to serious indoor air and moisture damage.

According to the studies, the renovation of the building would cost an estimated 7 million euros, which would be equivalent to the construction costs of a new building. The city considered that the renovation was not economically feasible, and the building was not well suited for modern office use. Although the Kymenlaakso Museum opposed the demolition, citing cultural and historical values, the committee decided to grant permission based on health and economic reasons. The city of Hamina is committed to documenting the site before demolition.

  • Tuike Finland Oy receives environmental permit for large-scale stone crushing In total: The Permit Committee granted Tuike Finland Oy a temporary environmental permit for rock crushing in the Summa area (property 75-406-57-8). The operation is related to the earthworks for the expansion of the data center area.
  • Changes to the timing of Rudus Oy's crushing operations in Petkelvuori: The committee approved Rudus Oy's application to amend the environmental permit for the Petkelvuori quarry area in Hillo. The amendment concerns the operating hours of crushing. In the future, crushing can be carried out on weekdays from 7 am to 22 pm instead of the previous time ending at 18 pm.
  • Payment according to the Water Management Act: The Environmental Protection Authority's fee was updated. In the future, a fee of 335 euros will be charged for a decision on exemption from the obligation to connect to the water supply network pursuant to Section 11a of the Water Supply Act.
  • Deviation permit in Vehkjärvi: The committee granted a deviation permit from the coastal master plan to locate an outbuilding 7 meters from the shoreline in Vehkjärvi.
