Hamina City Council decided to keep taxation unchanged
The Hamina City Council convened on Tuesday, November 11, 2025 at 5 p.m. at Hamina Town Hall. The meeting approved the City of Hamina's accession to the new energy efficiency agreement period 2026–2035, the meeting schedule of the City Council and City Board for 2026, and the approval of the Waste Policy Program 2025–2030.
The city council's decision-making also included the tax rates for 2026. The city government's proposal was to confirm the tax rates for 2026 at the same level as in 2025. In this case, the tax rates would be municipal tax 9,4%, general property tax for buildings 1,25%, general property tax for land 1,30%, permanent residential building 0,55%, non-permanent residential building 1,15%, power plant building 2,85% and public utility company 0,00%.
The discussion of the article began with group speeches by council groups, in which views were both for and against tax increases. In addition, individual council members gave speeches on the topic, in which different views were raised on how to balance the economy. After the speeches, a supported amendment was submitted, which proposed increasing property taxes as follows: general property tax on buildings 1,35%, general property tax on land 1,35%, permanent residential buildings 0,60% and non-permanent residential buildings 1,31%.
The city council decided, by a vote of 20-17, to keep taxes at the 2025 level, as proposed by the city government.
At the end of the council meeting, two council initiatives were also submitted. The first of these concerned the utilization of job descriptions and task descriptions to promote more efficient, high-quality and well-being-supporting activities. The second council initiative concerned better supervision of fiber optic works and setting quality requirements for street restoration.
