Hamina City Council approved additional appropriations and changes to the administrative regulations

The Hamina City Council convened on August 18, 2025 at 5:00 p.m. at the Town Hall. The City Council discussed two actual matters in its extraordinary meeting. First, the Council decided to add EUR 4,2 million to the 2025 budget loans for the payment of a potential loan to Linnoitusing Voima Oy. In addition, the City Board was authorized to implement a potential loan repayment. This decision prepares for a situation in which the City will have to return to Linnoitusing Voima Oy the loan installment of EUR 4,2 million previously paid by the company. The return is a prerequisite for reaching a negotiated solution in the company's corporate restructuring program to arrange its financial liabilities.

As another matter, the council decided on the additions to the city's administrative rules, which resulted from the legal amendments that entered into force in August 2025. The changes concerned in particular the tasks of the Education and Training Committee and the Urban Development Committee. For the Education and Training Committee, the new provisions specify the committee's competence in decisions on special support for early childhood education and basic education. The amendment also added provisions that enable decision-making on special support in cases where the guardian has not given their consent. For the Urban Development Committee, provisions were added to the administrative rules that give the Urban Development Committee the authority to issue micro-transport permits. The new legislation requires that in municipalities where, for example, electric scooters are available for rent, service providers must have a micro-transport permit issued by the municipality. In the future, the committee will decide on the principles and conditions for issuing permits, and the operational task of issuing the permits will be delegated to the maintenance manager.

Four council initiatives were also submitted at the council meeting. The first of these concerned a report on the incorporation of the Majasaari-Nuokkot recreation area into the Eastern Gulf of Finland National Park, and the second council initiative was made to increase parking spaces at the Vähäjärvi beach. The third council initiative was made to strengthen legal expertise in the city of Hamina, and the fourth council initiative was a proposal to involve young people in decision-making in the city of Hamina.
