The Hamina City Board discussed the 2025 financial statements and launched a real estate corporatization study

The Hamina City Board convened on Monday, March 30, 2026 at 7:34 p.m. in the Town Hall. The City Board meeting discussed, among other things, the city's financial statements for 2025 and decided to launch a study on the corporatization of social and health care properties.

The 2025 financial statements will proceed to the council's consideration. The City Board discussed and decided to propose to the City Council the approval of the financial statements for 2025. The city's result for the financial year 2025 is a deficit of 6,8 million euros. The result includes a surplus of 0,4 million euros from the Hamina Water Company.

The financial year's result was heavily weighed down by a EUR 5,4 million write-down of the city's investments in the company due to the weak financial situation of Linnoitusing Voima Oy. Without the one-off write-downs, the city's result would have been in deficit by approximately EUR 1,4 million.

However, important savings were made in the city's daily operations: the operating margin improved by 1,3 million euros from the previous year and personnel expenses decreased by 1,3 million euros as a result of the joint venture procedure in 2024. However, due to write-downs, the city's financial buffers have dwindled, which requires careful financial management and adjustment in the coming years as well.

The corporatization investigation of social welfare properties begins The City Council decided to launch a study on the corporatization of social and health care properties and other properties operating in competitive markets. The legislation obliges municipalities to assess their rental operations from the perspective of the corporatization obligation after social and health services were transferred to welfare areas. The estimated cost of the study is approximately 30,000 euros, and it is intended to be completed during 2026.

Other decisions:

• The City Board approved the service areas' reports on the organization of internal control and risk management for 2025.
• The city board appointed city representatives to, among other things, the joint meeting of the Kotka-Hamina region education association, the general meeting of Kymenlaakson Sähkö Oy, and the spring meetings of several other organizations.
