The cooperation negotiations with the city of Hamina are over.
The City of Hamina's cooperation negotiations ended last week in a good spirit of cooperation, and yesterday, June 15.6, the employer's highest representative, the city government, gave its blessing to the negotiation results.
During the aforementioned period, the city has had two different cooperation negotiation processes underway: one regarding the event services results unit and the employment results unit of the city's vitality and well-being sector, and the other regarding the city's food and cleaning services, real estate services, and the education and training sector management.
Negotiations took place between 26.5 May and 10.6 June, and a total of eight negotiation meetings were held, i.e. four per cooperation procedure.
In both procedures, all means necessary for adjustment have been available, with the exception of layoffs (section 4, subsection 1, points 1–4 of the Co-operation Act).
1. The first-mentioned cooperation procedure has joined the framework decision of the city council on 20 April 2026 on the approval of an action plan aimed at balancing the city's finances (§ 16). The framework decision has decided, among other things, that the city's current voluntary services must be cut due to the city's weak financial situation. The grounds for this cooperation negotiation have therefore been economic and operational, in accordance with the framework decision.
The negotiation outcome is unanimous and presents the following measures:
- The position of office secretary in event production services will be discontinued.
- The assistant's position in the event production services assistant and secretarial services will be made part-time (50%). This would leave 50% of the assistant's position.
- The position of employment secretary in the city's own, non-statutory employment services will be abolished.
According to the outcome of this negotiation, the job cuts would affect 2.5 person-years, which would have an economic impact of approximately 117,000 euros. The city is striving to find new jobs within the city organization for those people whose jobs will be terminated or changed to part-time.
2. Co-operation negotiations concerning food and cleaning services, real estate services and education and training sector management There were no savings targets behind this. This collaboration procedure was instead due to the employer's desire to move food and cleaning services out of the environmental manager's control and into more closely related functions as of January 1, 2027, in order to clarify the organization, so that food services would be transferred to the education and training sector under the director of education and training and cleaning services would be transferred to property services.
The outcome of the negotiations has been unanimous here as well, and the following measures are proposed:
- Cleaning services will be transferred to real estate services, under the supervision of the urban development manager. In connection with the transfer, one of the two current cleaning supervisor positions would be abolished. This is because cleaning services will be merged into the existing organization, structure and work management of real estate services. This would also lead to a reduction in work in this regard, in terms of cleaning services supervisor duties. The change will enter into force on 1 January 2027.
- Food services will be transferred to the Education and Training Division, under the supervision of the Education and Training Division Director. This will not otherwise result in any personnel changes. The change will take effect on January 1, 2027.
- As of October 1, 2026, the city's cleaning service personnel will be transferred from the scope of the KVTES agreement to the scope of the Municipal Technical Personnel Collective Agreement (TS).
The termination of the position therefore affects 1 person-year. There are no other personnel reductions coming. The employee whose position is being terminated has been offered a new position in the cleaning service unit. Therefore, there would be no layoffs in relation to this cooperation procedure.
The closures and part-time work would therefore affect 3.5 person-years of work from both collective bargaining negotiations. The results of the collective bargaining negotiations will be implemented immediately.
The new organization to be formed on the basis of the negotiations is scheduled to enter into force on January 1, 2027.
More information about the results of the negotiations can be found in the agenda of the city council meeting. The minutes will be published on June 17.6. However, the decision was made in accordance with the agenda and the rapporteur's draft proposal.
