Subdivision of the plot
The plot is formed in a subdivision transaction, which is based on the valid local plan and plot division.
The entry into force of the local plan alone does not make the property suitable for construction in the local plan area. The plot is suitable for construction, i.e. the building ban is lifted only after it is entered in the land register.
Initiation
The subdivision is initiated ex officio after the owner of the designated area has applied for and received a legal notice for the designated area they own.
The legal notice is applied for from the National Land Survey of Finland.
Landowners can also apply for a subdivision order from the city's property development services. Application forms are available from the city's customer service point or by contacting a land surveyor.
Block delivery
The parties concerned shall be notified of the delivery meeting by invitation letters or the time of the meeting shall be agreed upon with the parties concerned. If the meeting has been notified by invitation letters, the absence of the party concerned shall not prevent the delivery from being carried out.
The delivery meeting will discuss the necessary encumbrances and possible shares in common areas. In connection with the subdivision, boundary inspections and, under certain conditions, land transfers and redemptions of part of the plot can be carried out.
The requirements for registering the subdivision are discussed at the delivery meeting. In some cases, mortgages on the plot to be subdivided need to be discussed and changes made to them in order for the plot to be entered in the land register.
A report and map will be prepared for the delivery. The plot to be created will be marked on the ground before the delivery meeting.
The property delivery fee and the payer are determined at the delivery meeting. The amount of the fee is determined in accordance with the service and product price list of the Land Use and Planning Department.
