General planning

A master plan is a general plan that guides the planning of a municipality's urban structure and land use. It outlines the use of areas in the municipality. The overall expected validity period of a master plan is approximately 15–20 years. However, several changes to the plan's sub-areas, i.e. partial master plans, can be made within this period. In areas for which local plans are intended to be drawn up, a legally binding master plan guides local planning. In areas that are not subject to local planning, the master plan directly guides construction and land use.
