Planning guides construction and land use in areas. There are three levels of planning: the regional plan, the comprehensive plan and the local plan. The land use of a municipality is guided by two levels of planning, the comprehensive plan and the local plan. The regional plan drawn up by the Regional Council guides the comprehensive plan, and the comprehensive plan in turn guides the most detailed local plan. Also national land use goals are part of the spatial planning system in accordance with the Spatial Use Act.

The plan changes emphasize the integration of the urban structure and the efficient utilization of utility networks.

The planning department is also responsible for developing the cityscape and urban structure, participating in the implementation of urban development projects, preserving cultural environments, protecting buildings, participating in the preparation of deviation permits and planning needs, and planning-related traffic planning. The aim of planning is to promote the strategic goals of a vibrant and growing Hamina and to participate in the development of a pleasant and functional Hamina.
