The city implements construction projects with its own funding. The projects can be found in the work programs published annually.
Plans
Master plan for urban beaches
The city's coastal master plan was approved by the city council on January 26, 2021. The main goal of the plan is to guide the land use of coastal areas by improving the accessibility of the beaches and increasing the city's maritime character.

Real estate and premises strategy
The real estate and business premises strategy is valid for 5 years. The strategy has been prepared to support the efficient management and development of the real estate and business premises stock. The Hamina City Board has approved the strategy on 19 August 2024.
Tervasaari Piers – Master Plan
FCG Design and Technology Ltd has prepared the project on behalf of the City of Hamina.
Regarding the renovation of the piers in the Tervasaari area and the increase in boat spaces
The Tervasaari Piers Master Plan was approved by the City Council on June 13, 2017.
Blooming Hamina
Blooming Hamina is a program aimed at improving the city center of Hamina and especially its built environment. The program's goals are to improve the amenity and finished appearance of the city center, emphasize the distinctive cityscape, eliminate functional problems, increase attractiveness, and increase liveliness and diversity.
Cultural Environment Program
The Hamina Cultural Environment Programme brings together sites of cultural and historical value – the building stock, cultural landscapes and individual landmarks that tell the story of the past. The programme makes it possible to highlight sites that are more valuable than the rest of the environment and to define the necessary management measures and responsible parties for them.

Ongoing city projects
Some of the projects are implemented with external, national or EU funding. The projects vary in duration.
Jane and Aatos Erkko Foundation's support for Hamina Tattoo
The Jane and Aatos Erkko Foundation has granted Hamina Tattoo a significant grant of 270,000 euros. The support will enable Hamina Tattoo to continue to offer a high-quality artistic program and event in the future.
Mobile Schools projects 2025-2026
The Hamina Recreational Activity Model 2025-2026 (HSM), Hamina's Sports Activity Path to Club Activities (Sports Path to Clubs), and the Development of Mobile School Structures in Hamina (Mobile School) projects will increase physical activity among comprehensive school students both during school days and in everyday life in the 2025-2026 academic year in Hamina's comprehensive schools.
Forty to fifty year olds in shape
The city of Hamina is continuing its lifestyle and exercise intervention for people in their forties and is starting a project for people in their fifties together with the Kymenlaakso Wellbeing Area. The goal is to improve the functional and work capacity of people in their forties and fifties and their close circle, increase physical activity, and promote healthier lifestyles.
International Erasmus+ project for early childhood education
Hamina Early Childhood Education will build a picture book about Finnish and German early childhood education together with children, collect methods for creative and intercultural learning, and develop practical ideas and methods for participating early childhood education workers during the project period 1.8.2024-31.7.2026.
International Erasmus+ Hamina Upper Secondary School
An EU-funded project by teachers and students of Hamina Upper Secondary School, which encourages active EU citizenship, acceptance of diversity, use of language, deepening cultural education, and knowledge of environmental challenges affecting Europe, 1.9.2024-28.2.2026.
Infrastructure arrangements required by the Hamina battery industry – AKKI-HAKKI project
The Kymenlaakso Region is granted support for the Sustainable Growth and Vitality of Regions support (AKKE) – from the appropriation Kymenlaakso's sudden to address the structural change situation, to be allocated to the battery industry In Kotka-Hamina €744,999 for the construction of the Hiltz route from Ensontie to the southern edge of the T2 industrial area between 1 June 2024 and 31 May 2026.
Sustainable Fortresses Project
The primary purpose of the project is to develop the Hamina fortress area and Kotka Kymilinna into responsible recreation and tourism destinations. Development work and the needs assessment and planning of service complexes will create more impressive tourism complexes. The project is managed by Cursor Oy. Project period 1.1.2026-30.4.2027. Collaboration projects
The city is also involved as a partner in collaborative projects. The city's own funding is not tied to these. City representatives are involved in the project's steering and working groups.

The project (2024-2026) led by the Kymenlaakso Region aims to create an even more detailed regional adaptation plan through extensive cooperation, which includes targeted measures for municipalities, the welfare region, the Ministry of Economic Development, Transport and the Environment and the Federation to adapt to climate change. A comprehensive group of Kymenlaakso actors are involved: the cities of Kouvola, Kotka and Hamina, the Kymenlaakso Region, the South-Eastern Finland ELY Centre and the Finnish Environment Institute (Syke).
The funding of EUR 210,000 was received from the Pathways2Resilience horizontal project, which has developed adaptation planning methods. The project will update the Climate Resilient Kymenlaakso Adaptation Plan published in 2022.
The aim is, among other things, that local-level adaptation measures are planned in such a way that vulnerable population groups are comprehensively taken into account, that nature and its significance for people and society are taken into account as part of adaptation work, and that the sources of financing for adaptation measures are extensively mapped.
The changing climate will increasingly challenge all of Finland as the carbon dioxide concentration in the atmosphere rises, but by being prepared, we in Kymenlaakso have the opportunity to avoid the worst threats. That is why it is worth adapting in advance and together with other key actors.

The TyöNoste project improves the guidance and service pathways of people supporting employment in the South Kymenlaakso region. Our goal is to support the resolution of challenges related to the matching of the region's workforce, i.e. to help job seekers and jobs find each other better, and to prevent long-term unemployment.
The project's target group includes guidance professionals working in various roles at Ekam and Rannikkopajo, such as
- study and career counselors
- Teachers guide students in making personal skills development plans
- special support teachers
- individual and work coaches and
- Outreach youth work instructors.
In addition, experts from business services and team managers and supervisors responsible for planning training at Ekam are involved. In the city of Kotka, the actual target group is people working in guidance work in different sectors and roles. This includes TE experts, coordinators, supervisors, municipal integration promotion personnel and Ohjaamo personnel.
The objectives of the TyöNoste project are based on the needs of the business and labor market in South Kymenlaakso and the anticipation of changes in them. The general goal of the project is to develop individual and smooth service paths for customers who need support in finding employment.
The concrete objectives of the project are:
- Improves the skills of customer guidance experts who promote employment in the South Kymenlaakso region.
- To enhance guidance into working life by supporting both the client and the employer in the key stages of employment and by creating a model for academic enrichment in companies.
- To create a regional network and collaboration model that increases awareness among experts and stakeholders about opportunities for training and skills development.
- Experiment with new skills recognition practices and agile coaching and training.
Results: The project measures support cooperation and coordination in guidance, improving the quality and competitiveness of services in the region. Guidance processes are smoother and more interactive, emphasizing individual strengths. Guidance skills and competence identification are also strengthened, which helps prevent long-term unemployment and makes services more efficient from the perspective of both individual and employer clients.

In the Smart Village Kymenlaakso projects, strategies are developed for village groups based on pre-selected themes, i.e. thematic plans, on the basis of which individual villages or village groups are developed towards the Smart Village 2030 vision. The project is implemented as an inter-regional project throughout the Kymenlaakso region.
Based on extensive mapping, the following themes have been selected: livelihoods of villages, village branding and developing the range of services offered by village halls or other community facilitiesThe overarching themes include a wide range of measures to develop the vitality of the village community and rural areas from a village-based perspective.
In the project, experts will provide insight into the theme and organize workshops with committed village-level actors. These will result in innovative village strategies that will be tested during the project.
The measures implemented during the project will benefit the entire province, promote the vitality and visibility of villages, and provide tools for developing livelihoods. The project will widely network different actors and create courage for new types of development work. This is also an important part of rural intelligence.
Kymenlaakso Villages Association is implementing the interregional project in close cooperation with the region's Leader groups, municipalities, the Southeastern Finland University of Applied Sciences and other stakeholders.
Project period 1.5.2024 September 31.12.2026-XNUMX August XNUMX.
The project has received funding from the EU's Rural Development Fund through the region's Leader groups. The total cost of the interregional project is approximately EUR 210,000 and the subsidy is 100%. The costs are divided equally between the Leader groups.
