Import and export of animals
Import and export requirements for animals vary depending on the species of animal. The requirements are also influenced by the country of destination and origin.
Fulfilling import or export requirements can take a long time, including due to required animal disease testing. Therefore, preparations for your animal's travel should begin well in advance of the planned date.
Illegal import
Importing animals that do not comply with import requirements poses a risk to both animal and human health. The importer is responsible for ensuring that all import conditions are met, as well as for any costs incurred as a result of the import that does not comply with the requirements.
Export inspections and certificates

It is the exporter's responsibility to determine export requirements. If necessary, advice can be provided by city veterinarians or the Finnish Food Authority. The most detailed information on export requirements, such as the necessary certificates, can be obtained from the embassy of the destination country.
City veterinarians issue TRACES certificates required for commercial exports for farm animals and horses and animal products. For TRACES inspections, contact the veterinarian at least two weeks before departure so that the veterinarian can reserve time to complete the certificate and perform the inspection.
The health certificates and inspections required for pets traveling outside the EU are carried out by city veterinarians. Depending on the requirements of the destination country, the certificate may also be issued by a private veterinarian. An official certificate is always issued by the city veterinarian. The pet exporter should familiarize themselves with the export requirements of the destination country.
