The waste management authority is handled by the Kymi Waste Board, which is a joint authority of nine municipalities.
Decisions on deviations from waste management regulations (changes in the interval between emptying waste containers and the use of shared waste containers, etc.) are made by the Kymi Waste Board, where notifications and applications must also be sent.

In Hamina, waste management is supervised by the Hamina Permit Committee. Therefore, reports of illegal landfills, littering, or other waste management neglect or inaction are made to the Hamina Environmental Protection Department.

The Kymi Waste Board's new waste management regulations will come into effect on June 1, 2023.
The waste management regulations apply to Hamina, Kotka and Kouvola and the municipalities Iitti, Lapinjärvi, Miehikkälä, Mäntyharju, Pyhtää, Pertunmaa and Virolahti. The waste management regulations specify the general principles of waste management prescribed by the Waste Act and provide instructions on the local waste management system.

The municipalities of South Kymenlaakso have centralized resident advice under the responsibility of Kymenlaakson Jäte Oy. This means that all residents receive uniform advice on waste sorting and recycling.

The Town of Hamina has a property-specific (formerly contractual) waste transport system organized by the property owner, which has been extended to the entire town area. The customer enters into a transport contract directly with the company handling the transport. The waste transport entrepreneur makes the invoicing. Pricing follows the principle of free competition.
Property-specific waste transport transports non-hazardous waste generated in residential areas. Hazardous waste must always be separated and delivered to the appropriate collection points. According to the Waste Act, recyclable waste must be separated from other waste and delivered to eco-points.

Waste bins in properties must be mechanically emptyable. Waste bag racks have been discontinued.Waste notification
The waste container is emptied every two weeks or more frequently. Less frequent emptying requires permission from the waste management authority.Households may
- make a notification regarding composting of food waste
- apply for an extended emptying interval for waste containers, if there is a justified reason for it
- inform of shared waste containers

Waste management supervision and advice
The Environmental Protection Authority supervises waste management and littering pursuant to the Waste Act and Decree. The aim of waste legislation is to prevent and combat harm and danger to health and the environment caused by waste. The Waste Act primarily requires reducing waste quantities and utilising waste (e.g. as recycling or energy). If waste cannot be utilised, it is appropriately placed in a landfill or delivered for further processing, such as hazardous waste to a hazardous waste facility.
Waste is sorted into useful, bio, hazardous and residual waste. Instructions on waste sorting and collection equipment are provided in the waste management regulations, which you can print out from the waste management website or pick up from the customer service point and the environmental office. The collection point for twigs and raking waste is the Hamina waste station. The reception price for raking waste at waste stations is 8 euros/m3. Kymenlaakson Jätte's waste stations have a uniform price list, which is decided annually by the regional waste management authority, the Kymen Waste Board. A reception fee is charged for some waste, which covers the costs of transport and processing.
The reception of branches and twigs suitable for chipping is free of charge at all Kymenlaakson Jäte waste stations, including those in Hamina. Kymenlaakson Jäte transports the branches, twigs and raking waste brought to the waste stations to the Keltakangas waste center. The raking waste is processed in the waste center's own biogas plant and processed into soil, which can be used for yard and green construction. The branches suitable for chipping are utilized as fuel in the heating plant located at the Keltakangas waste center.
The expansion has also created space for other new waste types.
In addition to garden waste, the expansion of the Hamina Waste Station has also provided space to collect other new types of waste. In the future, gypsum waste, sanitary porcelain and landfill waste can be brought to the waste station. A fee is charged for this waste according to the price list.
